Which issues did the three fifths compromise tackle

The three-fifths compromise was proposed by James Wilson in order to count the slaves as a part of the population so that they can figure out the representation and taxation of the government. The whole reason it was called the three-fifths compromise is that they didn't count a slave as a whole person they counted them as 3/5 of one.
