With negative exponents, you make them into fractions to get rid of the negative.


`3^(-2) = (1)/(3^2)`

Now, just square the bottom.


`(1)/(9) = (1)/(3^2)`

Next one.


`2^(-2) = (1)/(2^2)`

Now, square the bottom.


`(1)/(4) = (1)/(2^2)`

Now, we have:


`(1)/(9) + (1)/(4)`

Make a combine denominator of 36.


`(1)/(9) = (4)/(36) \\\\(1)/(4) = (9)/(36)`

Now, add them together.


`=(13)/(36)`
