The only answer you can choose is B <<<<===== answer

Not D: Britain didn't need to trade information with anyone. She had some the greatest engineering and scientific minds of the era. Think Faraday, Dalton, Clerk Maxwell, Davy, James Watt to name just a very few.

Not C: Who would that be? Who would you nominate? She might have seen some ideas that were worthwhile like the cotton machinery for making clothes, but she could have developed that herself which she likely did..

A. Her competition built themselves up by imitation not by some secret conspiracy theory. So not A.
