Roman citizenship could be granted to anyone in the Roman Empire. What was a result of this?

Hey There

So if i can rememeber this correctly it should be that brought in in the early 3rd Century, it initially was a unifying force, but then the peoples began to pour in from Eurasia and it diluted the existing peoples
