The "Rule of Law" protects the people by holding those who enforce the law to abide by the same laws. Therefore, the "law" must be adhered to and applied to all citizens in an impartial way. Furthermore, laws and statutes must be clear enough so that a reasonable person would understand they are breaking said law.
