If x represents the width of the rectangle, then the length is 3+2x, and the total area is
.. A = W*L
.. 27 = x*(3 +2x)
.. 2x^2 +3x -27 = 0
.. (2x +9)(x -3) = 0
.. x = {-4.5, 3} . . . . . . . . . . width, only the positive answer is of interest
.. 3 +2x = 3 +2*3 = 9 . . . . .this is the length

The rectangle is 3 m by 9 m.
