With the information you provided, we can find an equation.
A=kB/(C^2) (k is a constant)
197= 5k/(5^2)
197=5k/25
197=k/5
k= 985
So find a if b=3 and c=3
A= 3(985)/(3^2)
A= 2955/9 is your answer.
