The scatterplot shows gym membership (in thousands) for 26 different gyms in 1995 and 2005. Which labeled point represents the gym that had the smallest percent increase in gym membership from 1995 to 2005?

I found the plot online and attached for clarity.
To get percentage increase we can use the following formula:

\Delta\%= (N_(05)-N_(95))/(N_(95))
Here is the table with all the information needed to find the answer.

\begin{tabular}{llll} Gym & N 2005 & N 1995 & Percentage increase \\ A & 1 & 0.5 & 100 \\ B & 1.20 & 1 & 20 \\ C & 4 & 2 & 100 \\ D & 4.5 & 3 & 50 \\ E & 5 & 4 & 25 \end{tabular}
We can see from the table that gym B had the smallest percent increase for 1995 to 2005.
