I believe the answer is: pluralistic ignorance.
pluralistic ignorance happens when majority members of a certain group privately reject a certain point view, but somehow assume that other members accept that point of view.
This resulted in a situation when most members decided to stay quiet and comform to the point of view regardless of the disagreement.
