Answer: Arsat feels tremendous guilt for what has happened.

Explanation: When Arsat and his brother were escaping from the pursuers, he abandoned his brother. He did not wait for him as it was planned and he betrayed his brother because of a woman he loved. So, when Arsat kept insisting that he loved his brother it was because he felt tremendous guilt for what has happened.
