ratio : 2:6:7....for a total of 15. This means that one side is 2/15 of the total perimeter, one side is 6/15 of the total perimeter and one side is 7/15 of the total perimeter.

and if the total perimeter is 45 inches...
2/15 * 45 = 90/15 = 6 inches
6/15 * 45 = 270/15 = 18 inches
7/15 * 45 = 315/15 = 21 inches

and the shortest side is gonna be 6 inches <==
