The new deal was the series of federal programs that engaged programs like building the highways, and regulation throughout local cities/governments without having the permission of the federal government, and etc. While the second new deal, allowed more assistance from the federal government for the WPA (the works progress administration) allowing the certification process to join for unions after certification from the federal government.
Basically, allowed unions to gather, if approved by the federal government.
