I believe the answer is The Supreme Court held that the Cherokee could not sue as a foreign nation.
In that case, Cherokee nation tried to fight the laws enacted by United States that depriving them of rights within its boundaries,
The supreme court ruled that Cherokee cannot do this because they're a 'dependent nation'. Which means the relationship between Cherokee nations with united states is like the relationship of ward with a guardian.
