Hello! Since 7 is positive, starting from the origin, which is (0, 0), you're going to move 7 steps to the right. Since the second number is negative, you're going to move 3 downwards. Let me elaborate. The left side starting from the origin, is negative numbers. The right side, is obviously positive. Downwards is negative, and upwards is positive. The first number out of the two, is the first step you'll make. So since 7 is positive, starting from the origin, you'll move to the right 7 times. The second number either go's up or down depending on whether it's positive or not. Since the second number you provided me is negative, you'll move downwards 3 times after you moved 7 times right.
