The united states senate gives each state equal representation with two senators apiece. what is the best explanation for why states have equal representation in the senate?

How it was originally planned to work was the state would have a number of House seats bases on its population. This resulted in the larger states having much more sway and power than the smaller states! All states having equal representation is the fairest way to have an even House.
