Is "Sonnet 130" by Shakespeare a love poem?

"Sonnet 130" by Shakespeare is a tribute to his mistress, that most at that time would consider as unattractive due to her dark skin. It is not a love poem per se. It is more of a parody of the conventional love sonnet. Shakespeare openly mocks the way in which women are misinterpreted with ridiculous comparisons.
