I believe, the inference that can be made from the table is that B and C share a more common or similar ancestor than A and B or A and C. This is because of the number of similar bases in both bases for species B and C, that is, the base A,T,G,C,C,G and T are similar in the two species which makes them to have a more similar ancestry than the other pairs.
