To find the inequality in the graph, you would need to do 2 things.

1. Find the equation for the function, which can be in the form, y = mx + b.

This can be found out, by using the 2 points in the graph, to find the slope.

M = change in y coordiantes/change in x coordiantes.

Since the graph is to the left, it would have a negative slope.

Check : m = 5-1/0-3 =4/-3.

Next we need to find the y intercept which would be 5.

So y = -4/3x + 5.

2. Since all points that are to the left of the line are included, it would be less than the function.

Y < -4/3x + 5.

Check : pick any other point in the shaded region and plug into the equation to see if the left side equals the right side.

If the inequality is true.
