What does this striking statement mean “i come to you as a Chinese” ?

"I come to you as a Chinese" was spoken to an American, or a non-Chinese.

So, in my opinion, it's like an outsider/alien in this case. "I" refers to himself as an outsider - not belonged or related to the Americans. He's differentiating himself from the Americans.

or

He thinks Chinese inferior compared to the Americans. In the olden days, people actually believed that was true.

Again, these are MY opinions. I'm not sure though.
