Was the teller amendment honored by the u.s. government

Yes and no. The Platt Amendment passed by, Congress didn't annex Cuba as promised in the Teller Amendment. It did give the United States the right to intervene in Cuba's affairs and control of coaling and naval stations in Cuba to the US.
