The code was chanted among Japanese soldiers after the success in Pearl Harbour.
"to" in the code represent is the initial syllable of "Tatsuki" which have the meaning of "assault",
"ra" in the code represent the initial syllable of "raigeki" Which have the meaning of "Torpedo Attack"
