The answer is full and equal rights
In a self-governing community, there will always be a set of norms/rules that every member of the community must follow (such as their roles in economy or what they could and couldn't do in that community)
As a return, the community will granted certain rights that will be given to every legal member, (such as protection, or some sort of programs to help them in their life, etc)
