I believe the answer is: Loud
A person is considered to be loud if his/her speaking volume is in higher volume compared to normal voice. Some phrases that could be used as an example of the usage of this word would be : Loud noises, Loud announcement, Loud Scream ,Loud Speaker, Loud vehicles, etc.

The answer is Boisterous or vociferous. Conspicuously and offensively loud; given to vehement outcry. This has also come from the Latin word vox means voice. Suggests a passionate shouting or calling out, but to convey the insistence of a demand or protest, "deafening" might be a better choice called "Vociferous".
