most Americans want to cut spending, because they see that as the government sending their money, they do not acknowledge that it is to provide them with resources. They do not want to raise taxes because they see that as a direct cost to them and see very little benefit. So this is why the category of continuously cutting spending is the most popular because people see it as having little cost to them and a much higher benefit. No one wants higher taxes.
