The people will be indifferent to the directives of manager if they are in what Bernard calls the zone of indifference.
This mean that the workers comply with the orders without conscious questioning of authority. In order for that to happen order have to be understood by the workers and they must deviate from the purpose of the organization that it is it must be in accordance to the organization's principles. They also have to be something that interests the workers and most important of all the workers must capable of executing those orders.
