What responsibilities did you think other nations had to stop the persecution of jews in german controlled lands?

Given the basic concept of upholding human rights for all people around the world, major world powers had a clear and apparent obligation to deter the ability of Nazi Germany from being able to persecute and ethnically cleanse the Jewish population as a basic moral tenet of global society.
