The Cloture Rule is the only procedure that the US Senate can use in order to break a filibuster. A filibuster is the process that attemps to block the activity of the Senate with relation to a bill or some other issue. The cloture rule establishes a time limit, and a maximum of 30 more hours of discussion are allowed on that matter .
