yes because that would mean your not getting actual patients to work with and you would not get paid as much if it is just electroic

No, i don't think so.
I believe it's the other way around.
Submitting only electronic claim indeed may reduce the amount of money on average that the doctor receives from consulting services.
But, the doctors would obtain more money by cutting down unnecessary administration workers and receiving higher amount of patients due to the electronic claims.
