the formula for a circumference is d*3.14. I think we need to find the diameter of the bigger circle so to do this we divide 12.56 by 3.14 and we get 4, add it to 0.5*2 and we get that the diameter of the bigger circle is 5. 5 times 3.14= 15.7
The answer we get then is 15.7
