Substitute a=-2 into 7=a-9 and will get 7=-2-9 so 7=-11 so since this is not true
a=-2 in NOT a solution for 7=a-9

add 9 to both sides

7 + 9 = a - 9 + 9 \\ 7 + 9 = a \\ 16 = a \\ a = 16
