If the budget timetable takes longer than expected, the congress can draft a Continuing Resolution, or "CR", which provides stopgap funding for the government to continue operating without an approved appropriations bill. The Continuing Resolution is drafted by both houses of congress, and then sent to the President for the President to sign or reject.
