Roosevelt's plan to combat supreme court rulings was to obtain favorable rulings regarding New Deal legislation that the court had previously ruled unconstitutional. Since the United States constitution didn't actually define the size of the Supreme Court, Roosevelt pointed out that it was within the power of Congress to change it!!
