A, too many stores selling tobacco. Having cafes and restaurants isn't necessarily damaging to a community's health, and neither are shopping centers. An extremely large population, such as the one in LA, could be damaging in a physically smaller town but it isn't always negative. However, having tobacco so readily available can and will decrease the community's overall well being.
