Lennie has down syndrome or something to that effect and he doesn't take the time to think about what he is about to do. For example, Lennie saw a girl in a pretty dress and he touched it out of curiosity. People thought he was trying to assault her. He does things that are inappropriate, but he just needs to think before he does things.
