What indicates how much attraction an atom has for electrons?

The presence of many shells surrounding the nucleus of the atom and the presence of additional electrons in the shells will affect how much of an attraction the atom of an element has for its electrons.

The fewer the shells the greater the attraction because there is not as much distance separating the nucleus and the electrons in the shells.
