I believe the answer is Posse Comitatus Act of 1879
the Posse Comitatus Act of 1879 require abled bodied men over the age of 15 to help the sheriff in maintaining the security within a certain area if they're asked to. At the earliest years of the establishment of this act, people who fail to fulfill this request would received a 2 years jail punishment.
