Explain the quote the ghetto was ruled by neither the german nor the jew it was ruled by delusion

The Jews had no single idea that the ghetto was a place they would stay pending when they move them to the concentration camps as they were of the opinion that they would be there till the war ended. On the other hands, Germans were waiting for the commands and delusions of Hitler as if he had a superior right to the fate of what happens to the Jews.
