No, this statement is false. Tsar Alexander emancipated Russian serfs through the Emancipation Edict Reform which was enacted in 1861. This reform gave serfs their freedom from feudal obligations and they were also given land. The landowners did receive compensation from the state. Peasants were then indebted to the sate and were forced to work and make payments as redemption to their local commune.
