How can the number of electrons be predicted in a neutral atom?

The number of electrons in total can be predicted by looking at the atomic number because the amount of protons and electrons are the same in a neutral atom. To predict the number of atoms on its valence shell, identify what group the element of the atom is in, and the group number corresponds with the number of electrons on the valence shell.
