So to divide the 8/9 by 2/9, just divide the numerator of the 8/9 by the numerator of 2/9. 8 / 2 = 4, so there are 4 groups of 2/9 in 8/9.
Then, Toby can make 4 bags of trail mix that are 2/9 pounds each.
