I'd say false if by techniques you mean devices or forms. There are hundreds of literary devices and the different forms of writing include persuasive, descriptive, narrative, expository, and several more. I've never heard the term "literary technique" be used so I assume your teacher meant one of those. Either way, false. Hope this helped.
