President Woodrow Wilson, who served as president during World War I, was sympathetic to worker’s welfare. He instituted the first labor reforms by protecting labor unions, passing laws outlawing child labor, and urged the Congress to lower tariffs to lower the cost of living for the lower and middle classes. He also ushered the Clayton Anti-Trust Act to prevent unfair competition.
