One represents the legislative branch,the other judicial. This is referring to the controversial decision FDR made in which he wanted to pack the Supreme Court with more justices, in an effort to get more Democrat friendly justices so that the agenda could be pushed further. This would not end up going through though because of the controversy surrounding this move
