According to the appendix, totalitarian governments like to use abbreviations. Why is this the case?

This is done in order to control the language of the people. By using the abbreviations the government creates much easier the associations in the mind of its population. By trying to control language in a way they want to control how people think as language is our tool for communicating with the world and each other.
