3 1/2 = 3.5

3.5 / 28 = 1 / x......3.5 miles to 28 minutes = 1 mile to x minutes
cross multiply
(3.5)(x) = (28)(1)
3.5x = 28
x = 28 / 3.5
x = 8 minutes <===
