According to the mercantile theory, what should be the relationship between the mother country and its colonies?

Colonies act as the markets for exports and as suppliers of raw materials to mother country. Manufacturing is forebidden in colonies. Commerce is the monopoly of mother country. Mercantile theory was prevalent in Europe from 16th to 18th century. It was a counterpart of political absolutism.
