I believe the answer is Nonmanagerial employees who are responsible for direct patient care.
Managerial employees usually only involved in long-term planning. For input decisions about safety devices, OSHA requires someone who are close to the operational process of the company.

When it comes to the rules of Occupational Safety & Health Administration, or OSHA as they are more commonly referred to, the person who is required to give input for any decisions that pertain to safety devices would be non managerial employees who's job includes direct responsibility for patient care.
