How hoover's policies with europe contributed to the growing popularity of mussolini and hitler?

Hoover was non-interventionist. He thought that Hitler posed no direct threat to the United States, or even to Great Britain. He was therefore content to go along with England's policy of appeasement. This encouraged fascists forces in Europe.
