At first, the colony grew slugglishly as the founder James Oglethorpe forbade liquor, slavery, and limited land given to colonists, making the colony unappealing to settlers. Slavery was permitted on 1749, and Oglethorpe lifted restrictions that made the colony rich and populated much like the other Southern colonies.
