Use the equation y=mx+b it is the slope and y-intercept equation. The m stands for the slope and the b stands for the y-intercept. With the information they give you, you can plug it into the equation to be able to easily graph it. 1/4 would be your slope and -4 is your y-intercept because when x is 0 y is -4. To graph this equation you start off by graphing the y-intercept which is as I said before when x is 0 y is -4. From there you use the slope to graph your next point on the graph. Use rise over run. So on the graph from -4 go up 1 and over to the right 4 blocks to get your next point. Then you are done because you only need two points on a graph to create a line.

Hope I helped!
